The idea behind this is to determine the obligations and protect the rights of the SME in construction and other fields that are obliged to sign contracts with their clients / customers by somehow ignoring the conditions of contract.

As the budgets of SMEs are also limited for assigning professionals as Contract Manager, Document Control Officer or Surveyor / Engineer with claim prevention experience; the breach of contract becomes unavoidable with all leverage being in the hands of the client / customer against the SME. The SME then has to comply with whatever their clients / customers decide on and impose upon them, which may even lead up to the bankruptcy of the SME.
